This is a band aid fix, and a very lazy one at that. what you can say however, is that they are just blatlantly lazy and afraid of tackling big changes. They are not incompetent, saying so is just delusional. My guess is they would tell the buyer to give the redeem codes to another person, or to have the recipient redeem it on another character. In short, for the above paragraph, SE probably doesn't want to deal with refunds for such unredeemable item codes. They excluded items that could only be used one-time on a character - meaning these items when purchased as a gift would still generate a redeem code - so as to prevent a situation where someone who was sent the item would not be able to redeem it as that character already has that item. If SE investigates and finds it to be obtained fraudulently, the gifted items would be deleted and disciplinary action taken. However, SE is aware that buyers of these "discounted" items could still be added as a friend and have the items gifted to them. The updated system essentially only allows the gifter to send items to people in their friends list. With the change, it meant that people gifting Mogstation items no longer generate a code that the recipient then keys into their Mogstation account to redeem the item (which then gets delivered to the character).
